This Ordinance has been sanctioned

and is in force, and I do not think it is

worth while writing to Hong Kong about the

marginal reference to an Imperial Act.

I do not think that the contingency of other Colonies doing something of the same

kind is sufficiently probable to make it worth

while sending out a Circular, and I am therefore

inclined to leave this alone.
